a stimulus to public spirited members of the community to take their part in these fundamentally important activities.
5. Part 4 of the Colonial Office Deft Report on Welfare (Misc.504) should be used for guidance on certain important aspects of social welfare work which are not the special interest or concern of other Departments of Government such as Education,
Medical etc.
6. The Colonial Office Memorandum, C.M. No.2, regarding the United Nations Food Conference and Colonial Nutrition Policy, and the Memorandum on modern conceptions of penal administration (prepared for the Controller of Development and welfare in the West Indies) should be used for general guidance in so far as they are applicable to local conditions.
The legislation relating to the Protection of women and Girls and Mui Tsai should be fully enforced at the earliest
possible stage.
II.Town Planning
As soon as practicable after the liberation of the territory Town Planning Schemes should be prepared.
2. A Town Planning Department should be set up and should be represented on the Social Welfare Advisory Committee.
3. The Colonial Office Memorandum on housing, C.M. No.1, should be used for guidance in so far as it is applicable to
local conditions.
III Social Security
Social Security policy should be framed in the light of the Colonial Office Memorandum on Social Security for Colonial
Territories, C.M. No. .5, June, 1944.
IV. Census

As soon as practicable after restoration of the Civil Government a population census should be taken, but in less detail, as regards length of residence and degree of education, than was required in the 1931 census.
